Can someone with just slightly high blood sugar (not diabetes) develop diabetic retinopathy? - ... retinopathy

In May, my doc said my blood sugar was a little high, and you only have one eye on my diet. I think I do well to follow his commands. I am 20 years old, a healthy weight and healthy otherwise.

Am I always the risk of developing diabetic retinopathy, even if I have diabetes?
